you are applying for. This is the combined application for the Governor's Cabinet,
Attorney General's Cabinet, Supreme Court Justice, Delegate's Daily Section Editor,
and Video Press Member.
CONA Delegates
Conference Passport
- In order to meet Premier Delegation status, each delegate must turn in a Conference Passport to their CLC Representitive stating that they have read the Handbook, and other requirements.

Banned Topics
Joke Bill Rules
- 1. Joke Bills cannot be related to topic on the Banned Topics List.
- 2. One Joke Bill may be permitted per school; for every three Legislative Bills submitted, one more Joke Bill may be submitted.
- 3. Co-Sponsored Bills count as one bill total.
- 4. A delegate sponsoring a Joke Bill must sponsor a Legislative Bill as well.
- 5. Joke Bills must be entered as according to the docket. No Joke Bills will be received after March 13th, 2008.
- 6. Joke Bills will be debated before lunch and before the Chambers adjourn for the day.
- 7. Joke Motions are allowed during the debate of Joke Bills as the Chair allows.

Video Instructions
What You Will Need to Know
- 1. The newscast will air during the Governor's Banquet at 8pm Monday night in the hotel. THat means the
deadline for all videotape and scripts is noon Monday. No late tapes will be accepted. We are shooting for a
10-15 minute newscast.
- 2. The broadcast newsroom is #327. As the broadcast advisor coordinator, I will be staying in this room
with the equipment. If you need to be in this room working past curfew, I will need to personally escort
you back to your room. THere is a mandatory staff meeting at 6pm Sunday in Room #327.
- 3. You will be assigned one or more stories. Hillary Jennings from Capital High will be your executive
producer. You will work in teams of two--one camera person and one on-air reporter. Please sign up for stories
on the assignment board and keep it current. Advise the executive producers immediately if you are having
trouble getting interviews or if there is any problem that is going to prevent you from finishing your story
on time.
- 4. Quality Control: Since we will have about 48 hours to produce this show, we need to all be careful
about what we put on the air. Please do not violate any of the privacy and/or other laws or ethics relating to
broadcast journalism. If you don't know what these are, please ask. You may not make any kind of false
statements about any delegate. You may not put anyone in a false light. Keep your stories to about 2 minutes.
Don't introduce yourself on camera. Just cut directly to your quotes from your sources. Tell the story with
words and pictures. Use short sentences. Have a beginning, middle, and end. Avoid reading your script.
- 5. Equipment: PLEASE be careful with all cameras. If you don't know how to operate a camera, please
ask. If there is a problem with a camera, report it to me immediately. You are responsible for paying for any
damages or replacement costs of equipment you break. Make sure you have a charged battery and a tape when
you check out a camera. ALWAYS use a microphone and a tripod.
- 6. Because we have to air the program on Monday night, Pam Hegarty will be shuttling the video news crew
from the hotel to the state Capitol in a YMCA van. Please be on time for the shuttle when Pam says it is going
to leave from either location. Because I also will be traveling back and forth to the Capitol, you can reach
me on my cell phone: 670-7508 at any time.
- 7. An awards breakfast for the video new crew will be Tuesday morning in the video newroom. Then you will
need to go to the Roundhouse for the rest of the day and coordinate meeting your bus with the adviser from
your school. I will be selecting some students to help me move equipment back to the Capitol Tuesday morning.

Forum
Expectations and Specifics
- 1. Each delegate will be expected to come to the session having researched the topic thoroughly.
- 2. Because specific areas of research will be assigned at Pre-Leg, it is important to attend if you plan
to be in the Forum.
- 3. Delegates must bring their research materials to the Model Legislature in April.
- 4. Each delegate must submit a written position paper of action to be given to the Forum Co-Chairs. The
team will expand and brainstorm on the position paper submitted.
- 5. The position paper will the be combined to form an overall solution which will be presented to a Joint
Congress and the Governor at the end of the Conference.
- 6. Speakers representing areas of the topic will come to give presentations to the Governor and Joint
Congress.
